I think once you see it you will be happy to have paid the admission. The project is not supported by any government funds, only from the admission fees and donations from the public and visitors. Overall I was very impressed with the museum, the film and the tour to near the base of the monument. My wife and I found it quite interesting.

The van ride is to near the base of the mountain where you get a closer view of the sculpture. One cannot get on the sculpture itself, probably for insurance and safety reasons. …

The van ride is to near the base of the mountain where you get a closer view of the sculpture. One cannot get on the sculpture itself, probably for insurance and safety reasons. However, getting closer does afford you a close look and a different perspective of the work. Personally I found it interesting and informative plus more opportunity for more photographs.
