Plans to develop a flood monitoring system in the Texas county hit hardest by deadly floods were scheduled to begin only a few weeks later.

As the search for victims continues, county officials say "additional resources" are being deployed as the "mission efforts become more technical."

The storied Guadalupe River meanders through this Texas Hill Country town and into the unincorporated parts of Kerr County like a vein.

The organizations working together to help the flood victims said that 'no additional in-kind donations (clothing, food, supplies) are needed in Kerrville.' They said the best way to help is with monetary donations.

Rain rushing to the Guadalupe took it from a depth of less than 8 feet to 37.5 feet, a deluge with as much volume as an aircraft carrier over five minutes.

Recordings provided to CBS News showed first responders asking for an emergency alert to be sent, but dispatchers delayed because they needed special authorization.

Since 2016, the topic of a "flood warning system" for Kerr County has come up at 20 different county commissioners' meetings, according to minutes. The idea for a system was first introduced by Kerr County Commissioner Thomas Moser and Emergency Management Coordinator Dub Thomas in March 2016.
