Good afternoon, Newburyport. Happy Tuesday. I’m your mayor, Sean Reardon, and in today’s mayor’s minute I want to talk about the Community Preservation Act, or CPA. Back in 2002, Newburyport voters chose to adopt the CPA, a program that adds a small 2% surcharge on local property taxes, matched by state funds, generating over $1.2 million every year.
